Robert Hans figured out to install a program like WINFAX and was able to fax out of CMSWIN by clicking Options, other alt-printer and selecting the one for the fax program  for the Reporting to the MAX.

When I installed WINFAX V10, it had an option to send a fax as email but I haven't tried it so I don't know how it works.
